Exterior cleaning in Poinciana

Poinciana is not a city. The Census Bureau lists it as a census designated place and assigns it to two counties at once, Osceola and Polk, so there is no city hall, no city utility and no municipal code to look up. Osceola and Polk counties govern here — the association itself tells owners that the ditch in front of the house is "the responsibility of the county in which you reside. Either Polk or Osceola." On top of that county government, every lot is additionally bound by a mandatory master homeowners association, the Association of Poinciana Villages, whose restrictions are recorded in the public records of both counties — and those restrictions say in writing that owners must pressure wash their homes and their paved surfaces. That is where this page has to start.

The recorded restrictions name this exact work

The Association of Poinciana Villages Design Control Board Criteria, effective 3/18/21, are a compilation of restrictions recorded in the public records of both Osceola and Polk counties. Two sections matter to anyone looking at a stained wall. Section 9.2.2 makes lot owners responsible for maintaining driveways, walks, patios and paved surfaces "by cleaning, pressure washing and/or otherwise removing all stains, mold, mildew or other discolorations appearing thereon." Section 12.6.3 goes further and names the surfaces: owners must "pressure wash, clean and otherwise remove all stains, mold, mildew or other discolorations appearing on the exterior of the home or ancillary structures, including … those appearing on the doors, walls, roof(s), soffits and fascia." The obligation runs to the lot owner. The document says nothing about who does the work or how often it has to happen, and we are not going to tell you it says more than it does.

Repainting is approved; washing is not repainting

Section 12.5 of the same criteria requires written Design Control Board approval before a repaint, "whether or not the original house color is changed", with the board's approved color schemes kept in the Poinciana Residential Color Selection Book. Section 6.5.3 lets a repaint in an identical, previously approved color be handled administratively rather than at a full board meeting. Where washing sits in that process we do not know, and we will not guess. The association’s FAQ says anything done to the exterior of your property needs a permit from the board, and its examples are painting, roofing, additions, concrete work, sheds and fencing; the recorded criteria’s own trigger at section 6.1 reaches construction of new improvements, alterations and additions. Ask the board, not us. What the document does plainly is pair the two things: it requires the cleaning, and it controls the repaint. If you are weighing one against the other, that pairing is the part worth knowing.

Built in one decade, and it shows in the Census

The Census puts the median year built for Poinciana CDP at 2005, give or take two years. Osceola County’s median is 2002 and Polk County’s is 1992, so this place is newer than either county it sits in. The concentration is the striking part: the 2020–2024 American Community Survey puts 50.4 percent of Poinciana’s 28,586 housing units in the 2000-to-2009 bracket alone, plus or minus 3.3 points, against 27.1 percent for Osceola County and 20.9 percent for Polk County. Add the brackets on either side and 73.2 percent of the housing here went up this century, against 54.4 percent for Osceola County and 38.8 percent for Polk County, while fewer than one unit in two hundred dates from 1939 or earlier and fewer than one in a hundred predates 1970. That is a different starting point from Polk County as a whole, whose median year built is 1992. Here the surfaces are close to one age, which is worth knowing before anyone assumes your house is that other job.

Broadmoor, Village Nine, plays by different rules

Poinciana as a whole is 89.5 percent single-family detached and 0.6 percent mobile homes, where Polk County is 19.6 percent mobile homes and Osceola County 6.7 percent, all from the same Census table. Those shares are right, and they still average Broadmoor away. Section 18 of the criteria describes Broadmoor, or Village Nine, as "a mobile home park off of Poinciana Boulevard, just south of U.S. Highway 17-92", with its own association, its own board and Osceola County’s building code. Inside it the rules read differently: no single-wide mobile homes, roofs of shingle, metal or rubber, skirting sufficient to enclose the entire base of the home, and carports — "an aluminum fabricated carport roof including posts and fascia" — permitted there and in no other village, though residents who joined later are not required to have or maintain one. Broadmoor is also exempt from the 4/12 minimum roof pitch. Skirting, an aluminum carport roof and a shallow roof slope are three surfaces a wand held too close will mark for good.

What the rulebook cannot tell us about your walls

Of Poinciana’s 24,626 occupied housing units, 77.2 percent are owner-occupied, and 86.1 percent of all units are occupied, from the same Census profile. That matters here because the maintenance obligation runs to the lot owner. What no document tells us is what your walls are. Section 7.3 lists the exterior materials the board finds acceptable — concrete block, when used, "must be painted or stucco covered", and aluminum, vinyl or hardboard siding only below eight feet and only if painted — but that is a rule about what may be built, not a count of what is standing. Toho Water Authority provides water, wastewater and reclaimed water service in Poinciana; what any one lot irrigates with, we do not know. So the house has to be seen before anything is said about the house.
